The solenoid must be working, otherwise the rotor doesn’t rev up (Think it over: the bendix pulls, this moves the fork, which slowly merges the rotor into the flywheel gear, normally. At the end of merging when the bendix is fully in ‘ON’ position, the bendix gives the supply to the rotor which starts to rev.). If I were you, I would check if that fork is in correct position and if it’s still able to move longitudinal correctly (not broken or deformed).
