I think some people freak out and hit their brakes for no good reason and it just causes a chain reaction that stops everyone.
After there is so much congestion on the road, there are a lot of folks who panic easily.

I work on the 44th floor of a buliding downtown with a view of the interstate out my window. Those breaks in the traffic stoppage are the result of people’s poor driving habits: slow reactions to their surroundings such that they leave a gap in front of them, then jack-rabbit starting back into the rear bumper of the car in front of them. When multiplied by many cars, these start and stop gaps turn into longer periods of movement with intermittent stoppage.
Have you ever noticed how truckers leave a gap in front of them and then moderate their speed with the throttle instead of using the gas pedal and brake like on/off switches? They may move slowly on hills, but they’re ususally the only ones “moving” during traffic jams. Try it sometime, it works….
Very basic answer volume! A road can handle only so much volume and at certain times during the day the volume will increase and can come to a stop. When the volume decreases the traffic can flow freely. Best bet drive at 3 AM versus 8 AM and get to where your going on time. Or move to a small town with 4 or 5 cars max.
Perhaps they’re slowing down because they’re passing one of those “Authorized Vehicles Only” police hideouts along the highway. Maybe they think there’s an undercover cop around somewhere and slow down. Maybe they don’t want to tear their car up if the streets are rough and they slow down for the rough spots. Or maybe they just don’t really want to get to where they’re going in a hurry (problems at home, problems at the job, etc.). Or maybe some people are just bad drivers. As far as pace cars, my theory is that every now and then a police car will speed a little and break the speed limit just to increase the speed of traffic so they can come back and ticket people for speeding.
Here in Texas, the only reason someone slows completely down is if there’s a cop giving someone a ticket on the side of the road, which causes rubbernecking, or if there’s a cop patrolling anywhere around them.
