Not illegal but not safe either if that should show signs of not being securely fastened to the top of your car you could get told to remove it. However my main concern is if it would with-stand the driving speeds with just tape. also with any decent moisture that tape could peel right off.

personally I would never use Duct tape on my car the glue is a pain to get off.
