This is just due to every day driving and depending on how ruff you are on your brakes could be worse than others. The only thing that is going to come from you not turning your rotors, is that the new pads are going to wear quicker due to the ruff surface on the rotors. The only scam this guy pulled on you was over charging you for a brake job and not completing it. I’m sure he charged you a couple hundred bucks?
